Give permission to run exe files on Windows 10

Reset all permissions for your user accounts

Right click on the "your folder" >> Select "Properties" from the drop-down list. Select the "Security" tab> Click on the "Edit" button.

Then click on the groups/user names listed and check the Total Control box in the Allow column. Click Apply and accept to return to Security Properties.

Press the "advanced button"; A new window will open. In "Permissions"; tab, go to the lower left corner and check the option "Replace all permission entries for child objects with inheritable permission entries for this object"; and click on "OK".
